Under certain conditions, the local electric field near energised components and conductors can produce a small electrical discharge or corona, causing the surrounding air molecules to ionise or undergo a small local change in electrical charge. The level of field strengths generally depends on the geometry of the situation. The ionisation of air around a conductor is dangerous because it can form an invisible discharge path.
